Why do we need License Plate Readers ("LPR's")?
LPR’s deter criminals by tracking vehicle movement of stolen or wanted vehicles.
LPR’s provide searchable, time-stamped data that helps solve crimes by tracing vehicle activity before, during, and after an incident.
Strategically placed LPR’s at neighborhood entry and exit points increase safety, monitor traffic, enhance the ability to recover stolen vehicles.

Why do we need unmanned gates?
Unmanned gates increases safety by slowing down cars as they enter our neighborhood.
The slowing of the cars provide extra time and a clearer picture for the LPR’s to read the license plates.

How can I trust that my money will be used correctly?
The project will be implemented through RVCA board reviewed and approved contracts, expenses, and management.
Regular updates and post-install reports (work completion, savings achieved) provide full transparency and allow for auditing.

When will the funds be collected?
Pledges will be collected after RVCA Board approval and the amount of pledges surpass each milestone.
Funds will only be deployed at defined stages—e.g., deposits, progress payments, and completion—ensuring accountability.

Is my pledge binding?
Pledges are non-binding.
Once the RVCA Board approves the project, and pledges have surpassed each milestone, invoices will be sent out to those who pledged.
Any unpaid invoices within 30 days will be voided, as the pledge is non-binding.
If the project is canceled for any reason, any collected funds will be returned to the contributors.

How will payment be collected?
The RVCA will send out invoices for payment through the RVCA Portal.

Dont we already have human security?
We do. The RVCA currently has the Protect Rio Vista Program in place, which provides for off duty police officers patrolling the neighborhood.
However, costs increase every year and we need to enhance our security posture. Any leftover funds collected will go towards more human security, whether off duty police or private security contractors.

What will the benefit be?
The benefit of the Secure Rio Vista campaign is the enhanced safety and security of the Rio Vista neighborhood.

Dont we already have license plate readers?
We do. We have 3 LPR’s installed in the community, and they have already helped recover a stolen vehicle.
We want to add more LPR’s to cover all entrances and exits of the neighborhood.
This will assist the police in catching the criminals and recovering the stolen property.

How will the gates affect traffic?
The unmanned gates will minimally affect traffic. The gate arms will open for all vehicles entering and exiting the community as the vehicles approach the gate.

What happens a gate is hit or broken?
The arms of the gates pop off if they are ever hit. They are also made of carbon fiber so they are difficult to damage or destroy.
Further, the arm’s natural position is vertical. Therefore, if the gate lose electricity, traffic will be unaffected.

Will there be ongoing costs?
Yes, both the LPR’s and unmanned gates will have ongoing maintenance costs.
We plan to collect several years of maintenance costs up front in order to guarantee the longevity of this program.
